Penny has a strong background in policy, community service, state and federal politics and has always been motivated by helping others. She spent 20 years working across education, immigration, mental health and child protection sectors, before entering Parliament.

At the state election in March 2026 the electorate of Frome will change its name to Ngadjuri which means ‘hills people’ or ‘peppermint gum people’. Ngadjuri country refers to the ancestral land of Aboriginal people who continue to revitalise their living culture and maintain their deep spiritual connection through yarning and preservation of the natural landscape.
The electorate covers a large rural area in the mid-north of South Australia. From Clare in the north, to Two Wells in the south; Dublin in the west to Robertstown in the east and the most recent boundary change has seen the inclusion of Hewett near Gawler.
The electorate is known for its strong agricultural economy, including cereal cropping, horticulture on the Adelaide Plains, viticulture in the Clare Valley, and livestock farming.
The community is largely made up of rural and regional populations, with small townships and farming communities spread across the electorate.
